These Terms of Reference (TOR) describe the plans, objectives, deliverables and expectations for an external consultant to provide consulting services on the evaluation of the performance of implementing partners involved in the implementation of four projects implemented since 2017. These projects included Improving the Living and Learning about the environment through WASH and livelihood support, advocacy for land and property rights, mitigation of the impact of climate change, housing finance solutions project for women and youth groups , COVID-19 response and recovery: awareness project, livelihood support and housing improvement, as well as improving access. to the safe water supply services project. Habitat for Humanity Tanzania implemented these projects in partnership with five partners including MyLegacy, Restless Development, Equality for Growth, Makazi Bora Finance Limited and WaterAid Tanzania. The regions where these projects were implemented were Dar es salaam, Manyara, Dodoma, Arusha and the coastal regions.


Habitat for Humanity Tanzania (HFHT) was founded in 1986 and became one of the national organizations of HFHI. Habitat for Humanity Tanzania has a positive brand because it is associated with improving the standard of living of low-income families by improving access to decent and affordable housing. HFHT worked with local communities and government authorities, local implementing partners, as well as other international development partners to support the design and development of various housing projects that bear fruit in advancing the housing agenda.


Through its flagship initiative to improve the standard of living for low-income families by improving access to decent and affordable housing, HFHT has partnered with five organizations, including MyLegacy, Restless Development, Equality for Growth ( EFG), Makazi Bora Finance Limited (MBFL) and WaterAid Tanzania. The first three partners were collectively assigned to implement the improvement of the living and learning environment through supporting WASH and livelihoods, defending land and property rights, implementing climate change impact mitigation project In three regions, Makazi Bora Finance Limited implemented the housing financing solutions for women and youth groups. Project. The loan product is offered through the group lending methodology to encourage access to housing loans for youth and women. WaterAid Tanzania implemented the project to improve access to drinking water supply services in Sangara Village, Babati District Council, Manyara Region – Tanzania.”


General objective

With this call, HFHT aims to interest and attract potential consultants to evaluate the performance of the projects against the established objectives and evaluate the performance of the committed partners, including their implementation modalities.

Purpose of the evaluation

The evaluation aims to evaluate the performance of the implementing partners involved and their assigned projects and capture project-specific achievements, challenges and best practices to inform future similar programming. Secondly, the evaluation will summarize the performance of the implementing partners in implementing the project activities designed towards the provided project objectives during the time frame and resources provided, while generating positive sustainable impacts for the intended community, including success stories, best practices, lessons learned, strengths and challenges in activity design and perceptions of staff, participants and other stakeholders involved.

Scope of evaluation

The final project evaluation will provide a detailed analysis of achievements against the planned objectives and will measure the performance of the committed partner in implementing the project objectives. This aims to show the impact of the project, the relevance of the interventions, the efficiency and effectiveness of the project intervention towards future sustainability.

Specific objectives of the evaluation.

  • Evaluate the efficiency of the partners engaged in the implementation of the project.
  • Evaluate the achievements of the interventions implemented by the project in meeting the planned objectives in the target areas.
  • Evaluate positive and negative changes as a result of project interventions.
  • Identify best practices, lessons learned, strengths and challenges of the implemented project.
  • Identify and document opportunities identified by project implementing partners that will contribute to increasing access to affordable housing for vulnerable groups.
  • Recommend strategies for other projects or new interventions. The final evaluation of the project is expected to provide information on why the interventions succeeded or failed and provide recommendations for future similar interventions.


The evaluation will cover Dar es Salaam, Dodoma, Arusha and the Manyara region and will focus on the project implementing partners, stakeholders and direct beneficiaries reached with this project, as discussed in the introductory part.


The Consultant is obliged to deliver the work for no more than one month (June 7 to July 8, 2024) while ensuring that high standards and quality are achieved.


The consultant is expected to lead, achieve and deliver the following deliverables within the agreed timeframe and budget:

  • Start report (including detailed sampling calculations, data collection logistics, analysis plan, detailed schedule, detailed budget, etc.). The consultant may choose to present the initial report as a PowerPoint presentation or in report format.
  • Data collection tools (including all questionnaires, interview guides, focus group discussion guides, etc.) The tools are expected to be finalized after HFHT review and pilot testing.
  • Facilitation of training events including training of enumerators on tool use and ethics, including child protection and informed consent.
  • Raw data files including raw and cleaned data sets, audio files, transcripts/notes, codebooks, etc., must be translated into English.
  • draft report using HFHT requirements and standards.
  • Final report incorporating HFHT feedback. The final report must be submitted in English.


The consultant is obliged to ensure compliance with ethics in data collection that includes voluntarism, confidentiality and anonymity of participants, the principle of do no harm, integrity, respect for the perspective of participants and protection of the kids.



The consultant must have proven knowledge and experience in social research, WASH, Climate and Livelihoods.


Budgeted fund for the implementation of the activity It’s $6,000.


The Consultant who is eligible to apply must be competent in the following.

  • Have at least 3 years of experience in project evaluation in the selected thematic area (Construction, Health, WASH, Structural Interventions) preferably in Tanzania.
  • The consultant must be able to demonstrate technical experience in the evaluation of different programs and/or programs in sectors such as WASH, health management systems, environmental sciences and programs related to community development in general.
  • Experience working in the evaluation of projects and/or programs related to the construction of low-cost housing and the defense of property rights, livelihood support, climate change mitigation and community development is an advantage additional.
  • A good understanding of housing challenges in the context of Tanzania and Africa
  • Ability to achieve maximum scope with limited resources and time without compromising project quality.
  • The consulting company must be legally registered and physically established in Tanzania at the time of project implementation.
  • Not participate in any act of terrorism or support terrorist activities.

How to apply

Submitted proposals must include:

●A response to the TOR that demonstrates familiarity with the topic, the proposed approach and the key issues to be considered in the evaluation exercise.

●A detailed work plan that demonstrates the feasibility of the proposal.

●Statement of the qualifications of the consulting work relevant to the activities related to the evaluation.

●Name and CV of key staff members responsible for i) overseeing the Assignment and ii) carrying out the implementation of the activities.

●Budget proposal with detailed costs, indicating the calculation basis.

●Registration certificate

●Audited financial statements.

Proposal evaluation

The proposal will be evaluated according to:

  • Demonstrated competence of the Consultants in the matter.
  • Demonstrated track record in successfully executing projects.
  • Cost of the proposal (This must be within the assigned budget).
